Repairing Ships

How does one repair ships? Just put them in a harbour? Does the level of the harbour matter? Reason I ask is I have a squadron in Ft. Monroe that does not seem to repair at all. Thanks! :)

Yes, you repair ships by moving them to harbours. I think that level of the city and harbour involved matters, but the big difference is the presence of a naval engineer unit.
