1.09d RR question

Has there been an intended change to the railroad in 1.09d around Cincinnati?
I can no longer move by rail from Clermont #418 to either Dearborn #1023 or Boone KY #527 even though both clearly show RR links on the map.

This seems like a very important junction and is already having a serious effect on my game.

Gray, I have made a fresh install and the graphical RR no longer shows from Clermont to Boone although it looks as though there should still be a link between Clermont and Dearborn - should this not be the case?

In fact it's actually Hamilton #417 that looks as though it should link to Dearborn but doesn't.
