Divisions

I know a bit about the American Civil War, but am not bright on actual military organization.

This has lead to some issues for me in regards to divisions and armies.

First, I've notice the tool tips suggest there is a "cost" for creating divisions. What exactly is that cost?

Second, the number of divisions. I've played so far (or am playing so far) two full campaigns as the Confederacy.

I did this for a few reasons. First I'm always partial to the underdog. Related to the first, when I'm playing historical war games, I always like to play at first the side that "lost."
There is just something about imagining "changing" history.

Lastly, playing the Federal side of this game seems pretty complicated for a noob such as myself. There is enough going on in the Confederacy to have me lost at times. Using a navy, both River and Ocean, and fighting on multiple fronts with sea invasions sounds difficult.

I digress. My main issue is this, I understand that the CSA is limited to 24 divisions. I'm sure this reflects history, and the difficulty in keeping a large armed forces organized.

The problem is I always have far more units than I can fit into 24 fully packed divisions. This has limited my use of extra armies as the CSA.

I usually stick to 3, because it just doesn't "feel" right (and its messy on the interface level) to stack a fourth, or fifth, army with units not in divisions.

I feel I'm losing out doing this though. Does anyone have any suggestions on how armies should be organized? How many corps should I have? How many divisions per corp? How to organize an army without divisions? I'd really like to utilize the full potential of my army HQs.

My suggestion would be to get as many leaders up to 2* as possible, and form lots of "loose corps" with those 5 and 6 element brigades, once you hit your division limit.

Yes, that big CSA brigade types you can find on virginia, Tenesse, Texas... are like a "mini-division". They have a little of everything, pack quite a punch and don't cost much CP (3 maybe??).
You can use some of the one * general you have laying arround to add some CP to your 2** "loose corps" commanders, idealy attaching them directly to the big brigades so they give an extra +3% strenght for each point of attack and deffense abilities they have.
