Bomb Passing ships

Is this intended? Shouldn't that button be greyed out in this case?

The button don't check if the force is adjacent to a body of water, if this is what you mean.

Hofstadter's Law: "It always takes longer than you expect, even when you take into account Hofstadter's law."

So the button is only greyed out when you don't have proper artillery units to bomb passing ships, regardless of where you are. Good to know.
