What if subordinate generals are inactive?

What happens when your corp commander is active, but a subordinate division commander in the same stack is inactive (i.e. can't perform aggresive actions this turn)?

It appears the stack can attack. Does the subordinate division participate in battle?

I don't think it matters a whit. Only the activation of the corps commander counts.

Actually, only the stack commander counts. For stacks that are just composed of random generals, it is the first one listed, which is the general with the highest seniority.
