Two questions...

1) I know that if you press the shift key while an army is selected, the commanders command range is shown by shading regions...if I do the same thing with corps and division commanders, I see lines that start from the selected commanders regions and go out to the ajoining regions...they are blue or brown lines (maybe other colors)...what to they signify?

2) How long does it usually take to gain control of a region (specifically regions that don't have big towns in them)? Is the amount of time dependent on the size of the force trying to take control? If so, how large of a force should I use to try and flip a region in a turn or two?

You only see the command areas on armies HQ because it’s the only one that have a range. Corps and divisions only affect his own stack.
Instead, you get lines that represent the links with adjacent regions.
The color means the type of link.
Don´t remember all but they are something like...
Light blue if you have to cross a river to get to the region
Dark blue it if links with the sea (or maybe a big river... not sure)
Brown if it have land connection
Black if it have rail connection
...

The map has so many regions and is so "complex" that this info is useful to know exactly if, for example, a planned attack to an adjacent region will need to cross a river and will then get a combat penalty.
