How to attach a general to a GHQ

Dear EAW players,
I still dont understand how to attach a general/army to a GHQ. Watch below. As you can see General Ruffy is in the command zone of the GHQ and not linked to the GHQ (led by the moustache guy south in Langres). You can also see there are only 2 armies attached to this GHQ so I want to link another one. How should I do this?[ATTACH]37813[/ATTACH]

I already have the solution. General Ruffy possessed some units while I was trying to create a HQ (i.e. linking to the GHQ) I threw the units out of his command and then I was able to connect him to the GHQ. Ow damn I am smart
