To me the whole supply system right now is problematic. There are many different issue which might or might not be sorted.
1/ A simple issue that hurts understanding of the supply system : is a depot a building or a unit ? There are buildings inside cities or that you can build, and then there are depot "units" that act like bigger immobile supply wagons. I just don't understand their point + it leads to an absurd situation in peace settlements where after peace you still own the depot "unit" you captured in your former ennemy's territory, and it just stands there in the middle of a country you are now at peace with.
2/ The flow of supply is a problem because of the whole "faction" issue. in AACW of CW2 it's simple : you have two factions and if you have enough MC and enough rail/riverine capacity, supply flows to the depots you own within reach of your supply system. There is no territory "owned by such or such" faction issue nor "supply produced by such or such faction" issue.
Here it seems that each faction has its own "brand" of supply and these cannot mix in the same alliance : If you are the french in Bavaria at war with Austria, you have access to the Bavarian supplies and depots but these only carry bavarian supplies, which are by far not enough to feed the grande armée.. Meanwhile you see piles of supplies accumulating in France proper, in each and every city, which have no way to reach you.
Without knowing how the engine can do it, there are several possibilities to sort this out :
- Make all supply/ammo within an alliance part of the same bunch, ie for supply production and distribution purposes annex all the members of an alliance so that they become part of the "french supply system". In such a system french supply would flow through bavaria and bavarian depots to reach french troops.
- Keep each country's supply and network his, but allow for flow of supplies consider allied territory as 50%+ MC AND allow a country to build depots in an allied country. Basically the french would be allowed to build depots in say Ulm, Regensburg, Passau, and different provinces in their allies (the Donau bend between Ulm and Regensburg comes to mind) which would then carry and stockpile french supplies. This would mean allowing for several depots to coexist in a province (a bavarian and a french depot for example) AND for a province to be considered part of several supply territories as all members of an alliance could use it to transport or stockpile their supply. It might be insurmontable for the engine though.
But really all in all there is a big issue of supply in allied territory. In one's proper territory, it works. In an ennemy territory it works too : for example attacking Prussia from Hannover as the french, by occupying the cities like Berlin and Magdebourg and such + building depots as one gets deeper in Prussia (past Kustrin, toward Dantzig, etc) + using gendarmes or cavalry to ensure MC throughout the territory, one see the french supplies going forward from Hannover territory into Prussia... The problem arises when you can't connect your territory to that of the Ennemy : attacking Austria through Kingdom of Italy, Switzerland and Bavaria means that french supply is blocked and seems to be unable to flow forward : one has to live of the supply given by the allies + ennemy occupied territory. Or at least it's the impression I get.
Really something is amiss here.
