Rail Movement Combat Penalties

1. Are units in the destination region of a rail move considered entrained for combat purposes?
2. What are the exact combat penalties incurred by an entrained unit?

None, because you can only use rail move if you have 25% or more military control, so the simplification is that you are in friendly territory when you unload from the train.
