Building defensive positions (red army)

I have discovered that the construction pool of the red army contains a lot of position batteries (that can't be moved on the map) and few garrison units. The position batteries are costly and I don't want to waste money in their building if it is useless.
What are the best places to build them ?
There is one in Tula at the start of the game, the industrial towns must be hold at all costs according to the manual. So, I guess that the red player can try to build them in each town that contains a big factory.
Is this a good strategy ?

You can also build redoubts in the game by expanding 10 artillery elements and 4 supply elements. 10 artillery units represent a huge amount of guns that can be used in the various field armies. What is the best choice ? Must I fortify some chokepoints or important towns or must I give the priority to the artillery of the mobile forces ?
Maybe are the artillery units used in the building of the redoubt available again in the construction pool later ??
(I exclude from this question the options to fortify Petrograd and Moscow).

Only your opponent behaviour will tell you if it is a good strategy.

If he send strong raiding cavalry divisions to burn your rears, you will be happy that your main towns and depot be equipped with this toys.

If he come with a huge army and storm it, you will be less happy but be sure that it will cost him anyway a good amount of troops and cohesion/time to take it.

If he never show up in this places during all the war, then you may cry for this waste of resources.


Note that you can move it by movement by rails if you want it to be elsewhere later.

Since they're costly to build in time and resources, I recommend building them where the Whites are likely to attack sometime in early 1919. Kazan or one of the other major cities in the vicinity, to the north of the Ukraine, and Leningrad or Novgorod.

I think best place to build fortified lines (better to use light and horse artillery in the process) and fortress artillery is if there is a river nearby. If garrison survive from the first assault they can recover hit points. But it all depends on opponent offensive strategy.

A river AND a port should be required.
