I am playing as CP. it is Oct in 1916 and I have conquered Petrograd and Moscow. The Lenin event has happened, and the Russian army is soundly beaten and pushed back on all fronts. But Russia has not surrendered or attempted to sue for peace. It seams clear that if a victory this one sided was obtained they should be suing for peace?
Jim-NC is on the right path, Russia won't have a chance to surrender until it gets to 10 NM or below. The AI gets some bonuses to NM each turn so it may take longer vs the AI (which isn't necessarily a bad thing).
Their NM is at 40. I have military control of 60% of the Russian map, their top 2 cities. It seems that this should be enough to drop NM lower than 40.
