Can't build Torpedo Boats? No ship upgrades? No ships underconstruction for GermanY?

Germany starts with a bunch of Torpedo boats, but there is no option to build more.

Also, do ship types in the game get upgrade over time?

The last of the Konig(SMS Kronprinz) class didn't commission till Nov 1914.

The Bayern and Baden and Wurttemburg should be all under construction at this point, but none of them are.

The naval part of this game needs some serious punching up on both sides. More types of BBs, AC, BCs, CL, etc.

Were any torpedo boats built during the conflict? Wouldn't that be an obsolete type?

Note, I believe I saw pre-dreadnaughts in the German force pool, which obviously makes no sense (force pool for dreadnaughts of any nation should be 0, if possible no adding of dreadnaught elements to depleted units either)...
