Reinforcements not arriving.

I'm playing a game where Roman legions are severely depleted to the point of only having a few elements in them:

Legio VIII (Recruiting in Italia)
Element 1 (100%)
Element 2 (100%)
Element 3 (100%)
Element 4 (100%)
Legatus

Legio VI (Recruiting in Sicilia)
Element 1 (100%)
Element 2 (100%)
Element 3 (100%)
Legatus

but are receiving no reinforcements even when
a. stationary for a full turn.
b. in controlled territory
c. not besieged.
d. I have 31 Roman line infantry in reserve when I check the Dilectus panel.
e. loyalty in Cathargo Nova is 28%

the manual (pg. 66) states that:

19.1.4 Prohibitions to Receiving Replacements The following units may not receive replacements:
 units that are currently at full strength,
 units of a type different from the available replacement chits,
 units of a different nationality from the available replacement chits,
 units that have moved regardless of the terrain they occupy,
 units that are besieged (unless located within an un-blockaded harbor).

The only possible reason for this I can think of is that my reinforcements have to originate in the region the legions were recruited from. Is this the problem? Do I have to move these units back to Italia and Sicilia to reinforce them?

If you are playing with historical attrition "on" then your units need to be in a region with a depot to receive whole elements as replacements.

Damn, that seemingly innocuous sentence on page 54 was actually very important. Thanks for informing me of that.

"Players may choose to play the game using the Hardened Attrition Option. This rule, while more realistic, will
result in increased losses due to attrition as the name indicates. All units, regardless of whether they have moved
during the current game turn, are subject to attrition under this option unless they occupy a structure. Also, units will
not be eligible to receive replacement strength points or elements unless they remain stationary and occupy a Depot."
