New unit appearance...

Hi all...Now I don't know if this has been posted before. Anyway, I am wondering if anyone notes the following. When you buy a new unit that it might sometimes show up in a city of yours that is being besieged.
For example...Alexandria though in control of the CSA was being besieged by a Union Army. A new large brigade raised/purchased shows up in that city. Now should not that brigade appear someplace else to be mustered in....?

Even more bizzarre case, i had leapfrogged Polk& his starting units up the missispi to St.louis, and when i ordered two MO arty units the turn after he started besieging the Union boys in there, they both appeared with him in front of the seige.
