Are we able to edit unit or leader stats simply using Notepad ++?

Are we able to do this? I looked around in the folders in GameData and couldn't find a folder with description and numbers for easy modding

I want to adjust the stats of a few of the generals and want to modify the stats for a few units

I'm not a modder at all, but i think what you are asking for is pretty easy to do.
Check Alea Jacta Est\AJE\GameData\Models folder and open and do the changes on those files with notepad.
(i would make a backup of the original files just in case! )

EDIT: i forgot you also has to delete the Models.Cached file found on the same folder so it's recreated the next time you lauch the game.
If not deleted, AJE will use the old Models.Cached stats and your changes won't show in game.

what Arsan says is ok. Just to add a bit of information.

Example: you want to change the strategic value of a Leader.
Edit its model file and change the data in GameData\Models
Delete Models.Cached
Go to GameData\Units and delete Units.Cached.

Run the game, this should work.

I would just recomend that you save any alteration you make somewhere else before applying a future patch, because your changes will be most likely overwritten.
