why can't I move militia ?

In my grand april campaign as CSA I want to move some militia to spread them out over my states.

I've seen that some cities in various states are "packed" with militia - IIRC I had a city in Georgia that had 5 militia and most of them are locked.

Why do some of my militia don't unlock (late 1862 now) and why are they flocking in one or 2 cities ? That's a little a contradiction - the militia should defend all of the state - not one city.

Militia with red bars are still "forming" and will be able to move in 1 -2 turns. Those that are locked without a red bar, you can pass your cursor over them and see if and when they will unlock. In playing the union, i never have more than 2-3 permanently locked troops (and only in big cities like cincinnattiu or st louis)

militia building will be improved soon, too. They will spread in a better way in ungarrisoned cities.
