Colonial Penetration

Once an a area is at 35% Colonial Penetration, what is the next step to increasing control?

How does one establish a higher relationship, as it were?

Declaring a protectorate. This isn't available for Prussia or Piedmont until they unify, and isn't available to Austria ever.

How does one declare a protectorate?

By using the Protectorate colonial card from the colonial actions menu (Alt + F3).


However, some nations do not have this card at / form the start, only later on. Further, I guess playing that card requires certain conditions to be met.
