Playing with it sounds quite ahistorical, especially considering that one can easily go around it by not putting any commander whatsoever in the stack. And what does it mean that one cannot order an attack would this look somewhat like this if in reality: "sir I am not active these two weeks, I can't move my boys or order an attack". It doesn't destroy the game, it makes it realistic.It isn't as if the appropriate time for attacks is chosen according to the astrological prognosis for the two week time period.
And strategic rating still plays an important role in the game, for example when "Marching to the Sound of Guns" comes into place.
As well, I heard many consider the Reds to have slim chances for victory than the Whites in the game. Abolishing the activation rule allows the chances of the Reds to somewhat increase their chances, since they suffer the most from the activation rule.
