reforms not clickable

with patch oscar I got two reforms in 1862, which are not clickable, and no tooltip is shown.

what's wrong?

And look at the contentment. HOW DO I GET IT HIGHER WITH OSCAR?
With previous patches (I think up to j or k) there was no problem. Content was easily going to 100%.

hi tux,

for the reforms:

are u sure you havent used neither one of them? i have seen it plenty of times that you get empty reform icons as you describe it, after i used other reforms...

for happiness:

first, sell as much goods to the people as possible

second, see to it, that tax is either low, or balanced. i use three taxes to the maximum, the rest to zero.
in my case i gain a little happiness each two month (each four turns of sold goods minus effect of taxes)

third, you MUST use reforms to decrease militancy its far to high in your case, look for my thread about observations, i describe it a little when you will get your first reform available if you have enough resources.

militancy is the most important change to prior patches!!!

fourth, economic crisis decreases happiness too. political reforms and the reforms you have in your screenshot will drive your happiness up...

after 4 years i had 81% on average... you can do it too.

PS: please give them information whether you started the game with the patch OSCAR or with older patch.

Thank You for the answer. I started the new Prussia game with patch meta and upgraded to oscar via nova(patches coming out very frequently last time).
Untill northern Germany Confederacy I had militancy and contentment under control (but why are regions like Brandenburg, Saarland at nearly 100% and other regions at 60% by that time?)
Then I got all the regions from the neighbors, which are obviously governed horrible by their former rulers! (0-10 contenment)
When first playing Prussia with former patches, contenment in Prussia was everywhere at 100% and the regions received by Confederacy were at roughly 40% each.
I think, the former patches were MUCH better on this item.

well, its a crossroad...

just before patch MIKE they introduced/repaired the variable of militarism (better militancy of population, eh?).
we saw, that the net effect of normal reforms was not sufficient to lower this variable, they gave us two, then a third new reform to fight it and a medium sized economy can afford it, to lower 10% of this variable each year.

it as not better, it was broken and had side effects afterwards.

somewhat puzzling is that they bound reforms to requisites now, which are in one case identical to the threshold of the trigger of economic crisis...
once you reach the limit, you get the reform and normally it stays in your portfolio and even in case of world crisis, this militarism can be reduced to zero or stay below 5% at least.
thus, basically it is better with Mike, Nova and Oscar, then it was before...


for the spread between areas contentment, dont worry, i have the same in US and Russia in my campaigns.
for instance in US a gap between 43% and 96%. this comes from a whole compound of effects, reforms, events, techs, taxes and so on have different effect and impact on different classes of society.
this is one reason for great differences and also a reason why you will never see that the famous "tax reduces contentment"-message will make sense for the whole nation, but for areas only.

for your observation with the Prussian vassal nations, true, they are bad in shape, what ever you do. it was reported many times the last four months.

one reason is: they have most of the time nearly no trade activity, ergo probably no domestic demand covered, but are squeezing their people.

however, originally they would fight a war about unity in 1866 and even some parts of the Norddeutscher Bund / Northern Confederacy had been pressed into alliance and parts of their tiny estates fought against Prussia.
Never understood the reason why the events are floating... but hey, i start my ACW most of the times in the 1850s :bonk:

maybe modding events, raising the contentment after the Danish War, the 1866 war and the 1870 / 1871 war are a way to deal with it... unfortunately i am busy...

After starting and reloading last save today, the two icons are gone. Perhaps a bug yesterday, but confusing and panicking at first.
One topic: After getting Confederacy, all diplomatic actions with the former independent states are still in effect and shown at F9, You cannot scroll down this huge list. So You cannot see any new items there. Should be fixed.

For economy I think, the AI should only be used for the main powers, who are the core of the game and action. The other (dwarf-)states should be handled static until attacked. I think they should have a constant content and population level, should able to buy any goods from main powers but should prefer their "friends" and buy nothing from aggresive powers. And they should sell some raw materials like coal, wool, logs at a constant rate, but increasing when a main power builds a structure there (as an foreign investor)

yeah, with the reforms its then probably the problems i reported for Mike and November, any reforms triggers and a new icon is created... today in the break at noon, i had FOUR "send troops reforms" and yes, restart and problem is gone...
it feels like it was improved a bit, but not solved.

for the diplomacy scrolling option, not 100% sure but i believe they fixed it already... there was talk about at Paradox some days ago.

for the German minors it would be not practical to be steady, they stay the minors until 1918 especially Bavaria as independent states. they even build replacements themselves i assume...
given the whole events, and the floating timeframe, it would kill the unification process.
for the thing with the covered demand, its just one problem, they already deal especially with Prussia in trade, but Prussia can substitute different goods, the minors not... :blink:

if you are confident, you can alter it in the files itself, but make a copy of the files before you cheat ;)
