IIRC the former is used to increase an existing harbor size, wherease the second is used to upgrade a lower structure (anchorage, coaling) to harbor...

??? There are already structures to build a harbor:

Anchorage (Small Harbor Size 1?)
Anchorage Upgrade (Small Harbor Size 2-3?)
Coaling Station (For better supply?)
Coaling Station Upgrade (For better supply?)
Harbor (Harbor Size 4?)
Harbor Upgrade (???)
Harbor Extension (Harbor next Size 5+)
Naval Base (Only Military - Repair?)
Naval Base Extension (Military - Build new ships?)

Difficult to understand...

buldings for colony

1. anchorage - is simply to put ship safe place to hide (safe from weather/enemy) , but i think tahts all (no cehoresion recovery hery, or mayby very slow, just qesing, never have ships here)

2. coaling stations, same as 1, but restocks cola (range) for steam ships

for colony you need build 1 and then upgrade to 2.

for normal land

3. you can buld directly harbores here, ships will get here coheresion recovery (for sure) + ships are repaired here (they are not in 1 and 2).

for harbor lvls - bigger - more supply generated (not sure), bigger river movement/supply pool (or how it is called, next to raildroad pool) (sure), faster shipbuilding (sure).

4.naval bases - generates more supply than harbors, buts that onlyest difference that I find for now, mayby can be here build biggest ships.

Wow, impressive inferring Czert, and totally right what's more :)

Naval Base has also a tag that is mandatory to build late game ships.

Another question, why building a shipyard? As Japan, I can build my ships without any. I only need a harbor at home.

SY provides 3 benefits. Prestige, free replacements and even merchant fleets (if you have many SY, this can go above your force pool limit). And in the end game, heavy warships need them.

Is that merchant fleet Replacements, or actual merchant fleet units? The latter would provide an actual reason to keep them running in the early game as France/Russia/USA.

from my exprience SY's build ships at a massive rate, compared to harbours,
(as japan building a commerce fleet with a ship yard (lv2) took 2-3 turns while a harbour (lv8) took 8-9 turns to complete). (version 1.01)

Can you repair clipper ships and merchant sail ships? I have "transport" repair chits but they don't seem to ever repair in a harbour.

Do I need a naval base? Or are the early merchant ships not repairable?
