Reform as regional policy

In my game I decided to use the reform regional policy in Grozny and by looking at the results it seems that regional policy can use some tweaks. By the amount of money and NM loss I think Reform policy should be more benefical. In my games I just used 1 or 2 times just to test. the loyalty change of one province in the region Grozni:

It seems it increase 1% of white and decrease red and green loyalty by 1%(not green sometimes)
I think in order to be used more frequently, maybe it should cost a little more and the outcome margin should be bigger.
