dynamic promotions?

Aren't dynamic promotions in RUS? I just realised I have southern white 1* general Borovsky with a seniority 119/128 yet cannot promote him to 2* (his promotion button is greyed out)...

Long-winded technical answer:

GenPromotable parameters do not appear to be defined in use for RUS, so a general is not going to be allowed the "generic promotion" that is set in some of the other games.

Thus a higher rank model must exist, and the Techupg must be defined to be allowed promotion...

So, when can one promote a general? When his seniority is down to 1? I have never played a big enough scenario for this o be an issue I am afraid :(

The current system does't allow promotion, except for some predetermined Geenrals, whatever their seniority level. Not written in stone, but too much time consuming to change that in the next days :(
