To Choose Where Reinforcements Show Up

I suppose it would be unfair to the AI if the human player were given a choice of locations, but it really seems odd to me that provincial units can pop up in remote regions. As the British C-in-C in North America, all I can do is request additional troops & ships. The powers-that-be in far off England decide where to send them. This is realistic, and frustrating. Note that I am referring to the French & Indian War campaign (colonial faction version).

The Provos represent a slightly better trained Militia, not troops from England.

They are subject to the 'AutoRaise' program, similar to Militia, so they are showing up in their home town.
