CSA AI fixated on Fortress Monroe

Two games in a row now, using vanilla 1.15 in the July start scenario, playing USA against CSA AI, the CSA have launched an all-out assault on Fortress Monroe. In the game I'm currently playing, it is July 1862, and Lee and Beauregard with 70,000 rebs have been down on the James peninsula trying to get into Monroe for two months while McClellan with the Army of the Potomac have slowly worked their way down from Manassas to the space adjacent to Richmond.

Last time I played it was the same thing, except that with a smaller garrison I ultimately lost the fort - though the rebs lost something like 10,000 men. I can't imagine the "game is worth the candle" in either case.

I was rather astonished to find that the Union ai also seems to have a bit too much of an interest for Fort Monroe. In my current game they sent part of McDowell's Army overland, bypassing Fredericsburg, down the Penninsula to Fort Monroe (maybe because Magruder was already besieging the place). I'm not quite sure how strong that force was, but probably 4+ brigades. Reinforcing Monroe makes sense, but doing so overland (and getting lucky because my Army only failed to intercept them around fredericksburg by a few days) is not all that logical...

Overall the value of Monroe for the ai might be set too high. Reinforcing the place as the Union, laying siege to it as the Confederacy, both yes. But diverting major forces from the Mannassas area early in the war might be a bit too much...
