Not in the same way as you can change the name of non-Army stacks. However, if you re-form the Army, it should get a more suitable name for its current area of operations :)

But remember to look through that army's former corps after that. Corps revert to normal forces when you disband their army...

And heaven forbid you rebuild it with a less senior general. You'll lose NM each time you reform the army.
