Doctrines change as you research various techs. The doctrine itself has no tech with its name on it. It takes some time to get to them all, as there are date limitations for the various techs.

It is not too difficult to move from the maneuver doctrine to the initial trench doctrine-you can do that in 1914 with some effort. The subsequent trench doctrines take a longer time.

If you keep your research fully funded and utilized all research slots; you will gain the various doctrines in good time. There is at least one "event" that will speed up doctrine advance directly. There are also other "events'' that speed tech research thus indirectly speeding doctrine advances.

There is also a check done during a "grand offensive" battle to see if you gained any new battle doctrine (or successfully implemented it)-depending on which options you chose during you offensive planning.

Addit: I should mention that your enemies will attain the tech you developed within a few turns. So; when you or your enemy gain an advance in doctrine, the advantage will not last very long. Trench levels also have different strength levels on the eastern front-VS the other fronts-it is weaker.
