CSA Recruiting Officer

Noticed that if I keep the lone CSA recruiting officer in Richmond I get around +7 more recruits a turn. It seems better than what I would get if I placed him in New Orleans which is larger than Richmond. Am I correct that Richmond will garner more recruits with the recruiting officer than any of the other CSA cities?

It depends on you MC and loyalty of the area. I find that Richmond has a lower level of loyalty than New Orleans (usually). If that is the case, then you can get more recruits from NO. See post 10 in the below link.
