Only a throw away idea.
You could have the Aide write the AAR. The commander might discuss with his Aide the future strategy and tells him his orders for the next turn. The Aide then makes the report.
If the Commander bails out/goes on vacation/is reliefed by the President there is someone that can take over and is already pretty much up to speed with everything that is going on in the theater.
Of course, you will need twice the number of commited people and the job of the Aide might be not the most attractive one...
