Command Costs and Command Points

I am tolly confused about Command Costs and Command Points. What causes Penalties and What costs what; in other words, what's the price of what

My manualtells me a

Basic unit (Brigade, Regiment, Squadron, Costs 1-4
A Division costs 4
An Army HQ cots4

1 Star Gen. provides 4 Command Points
2 Star Gen. provides 8 Command Points
3 or 4 Star Gen. provides 12 Command Points

The maximum Stack Cps is 16 or there is a penalty. Can you explain all this to me?

This information is OK... however there are some important extra.

1.- All of this is HALVED if not into a ARMY CHAIN of COMMAND, so a lone 1 star gen has oinly 2 CPs.
2.- Some units add extra points(balloon +1; signals+2) This is not halved for being out of HQ chain of command
3.- The army general adds 1 CP to all his corp commanders, for every point of STRAT VALUE above 2. (So Lee strat 6 adds +4 CPs to all his corp commanders)
