Two questions

-When we talk about the most ranked leader in the region, what king of region it is?
-The skirmish special ability applies to the whole brigade or only to the cav unit in the brigade?

Perhaps the problem is than a division / brigade with a cavalry unit inside shows the new BLUE "skirmisher" ability in the division.

So we players can believe all the unit has this skill.

Yes that's why I was in doubt.

And about the regions? Are they region like North Carolina, something bigger or something smaller?

No, i think it means just a single region/area.
If there are several stacks on the same area, the higher ranking leader of all the stacks can give the benefits of some abilities to all units in the different stacks.
