correcting terms

Two minor cases of in-game labelings, which could be improved:

1. German colony "Qin Tao" should read either:
a. "Tsingtau", which was the official German naming 1897-1914
b. "Qingdao", which is the actual naming of the city, using hanyu pinyin (the official latin transcription of PRC)
c.Ch'ing-t'ao, which was a commonly used Anglo-American transcription around 1900 (Wade-Giles).
By the way the name of this place, 青岛 means "green-blue island", even if the city itself actually isn't an island.

2.The naming of German naval scouting forces as "Erleuchtung" is just a sweet translation fault.
Scouting or Recon would be "Aufklärung" (Aufklaerung"),
Scouting or Recon fleet = "Aufklärungsflotte" ("Aufklaerungsflotte").
"Erleuchtung" means "intellectual or religious enlightment", like in (Immanuel Kant's) "Aufklärung".
So, "Aufklärung" means both: "Recon" and "enlightment".
And two possible translations for "enlightment" would be "Aufklärung" and "Erleuchtung"
