That's what I thought, but as Primasprit says, the system works downwards, i.e. a higher number is less seniority.
But since most people will think of a lower seniority (as you did) when we say "less" points, maybe let's say "lower" instead, which is unambiguous.
So how about "You pass over a leader if you promote a leader whose seniority is at least 4 points lower than that of the most senior commander of that rank."?
