Morale Victory level is reset to....

Playing as Union, the NM victory level is set a few times to different levels.

Without checking the game, at first it is 185, then goes to 200, and with the elections it first goes to 175 and then, after Lincoln is elected, it even goes to 125.... at least that is what the tooltip tells me when I hoover over the message log.

But in reality the NM victory level stayed up at 200, according to the "objectives" in the ledger.

(This is in 1.09e, april '61 campaign).

Has there be a change, and isnt the tooltip updated, is the ledger wrong, or is the event not working as planned?
