The runners in the ocean zones "fight" with frigates and steam frigates in a simulated mode. These zones are simulating all the patrol and commerce lanes both sides used during the war so it's a matter of how many ships each side sends there.
The tooltip explains how it works there's a % that each ship meets another so the more ships each side sends the more likely a result is produced. Of course, the more ships USA sends, the more the blockade is effective (u can see the % on the box) while the more CSA ships are in the box, the more USA is forced to send more ships (CSA ships reduce the blockade effectiveness while USA ships increase it).
At the same time, as i said, combat ships have an increasing chance (depending on their number) to find the runners and hit them.
The brown blockade depends on the ports you are trying to blockade.
There's the need for a specific number of elements (which you can see in the tooltip regarding the port/river region). Units have elements, send as many elements as you need to blockade ALL the zones touching the region you need to blockade.
Coupling both blockade modes is a good way to hit the runners who need to refill supplies/ammo and constantly go in and out of the oceanic routes for commerce running, just remember that a sea zone is huge and there's only a small chance to really intercept enemy ships but the same ships you have there blockading could intercept them when they ultimately have to go back to some port to refill with food and ammo.
Ultimately, bigger ports refill ships faster. These ones are the ones you need to brown-blockade in top priority.
