Loyalty and how to get it up from 0% in newly acquired territories

I'm a bit confused about the Wiki on this, if I conquer a city with 0%, the only way to make it go up is the suspend certain civil liberties or does it automatically recover from 0% if I control strategic cities?

All thoughts welcome on a rather slow day at work.

I think if you leave units in a terrirotry in general (one of the squares of the map) that area will very slowly convert to your side. there are some Generals that give % bonuses to increase this affect to get the people on your side in regions that are not on your side in new acquired territories.

You can always station some significant troops, if they pass a test, they crank by 1% the loyalty, each turn. Slow, yes...

Canada seems like a good place for those that refuse to get with the program to me........

I just asked this to make sure I didn't have to mess with the civil liberties in order to at least gain some support.

Next question: once in a while there is a little shift in loyalties (Sir, our cause is gaining more support in New York, up to 2%) what is triggering this? Battles?
