Playing as the Union, how does the event actually work?

The event states that 3 units must be based until 1863 to avoid a 25 point VP hit. I do know from a much earlier thread that these units cannot be militia.

In my last two games, on the first turn I moved the US army regulars from CA, Rocky Mtns and Oregon to Great Plains. I assumed that these three units would satisfy the requirement.

In the first game, when the event hit, I attacked the Sioux units and wiped them out. Result -my VP total was reduced by 25 points.

In the second game, I did nothing. Result - in 1863 my VP total was reduced by 25 points.

How does this actually work?
