To be honest I never noted the results of using the PE option. I simply used it one game...cant answer that. As to the Belle, she is a spy, and apparently a historical personna. What she does is allow you to see union units. If you hover your mouse cursor over the detail items on her counter, the eye for example, it will note what she can do. This also holds true to any unit with a "special" ability, you see so indicated by a icon on the counter. Again, simply hover the mouse arrow over said icon or icons to see what benefit you derive.
