1864 Elections

I'm finishing my first game against the Union AI, and I've been patching as I go along.

I took Washington early on, held on to MO, and was pretty much in charge of KY until late 1863. The Yankees skedaddled the government to NY, and if I was a smart rebel I would have dug in and traded my newly acquired space for time, along with causing a bunch of losses as the AI swung over to the offensive.

But, since I had to live up to my avatar, I kept pushing...and lost an army in KY, another as I tried to take Philadelphia, and right before November 1864, I relieved Bory to make room for a recuperated Marse Robert (not smart, the NM hit was large).

Lincoln got re-elected, I think my NM and the Union NM were roughly equal at about 93 each. Not too long before that I was sitting pretty at 158 NM!

I had half hoped that having Washington and a majority of the objective cities would swing the election my way, despite the bungling in 1864 that toasted two of my armies. What goes in to deciding that 1864 election?
Is it strictly NM, and if not, what else is factored in?

NM yes, it rises the defeat level of US of A for some turns. It seems the AI moved the capital before you took it?
