Command tool tip question

I think this is a quick question. On the command tool tip, the envelop that says if the command is activated or not, on a couple of instances there is a flashing lock on top of the envelope. Also, my commander can not move. What is this, and how to get the commander to take commands.

Your general is locked in position. This is quite common in the first couple of turns in the April 61 Campaign game. Placing the tooltip over the picture of the general will tell you for how many turns you are locked for.
