Noob Questions

OK, so I got this game. I should update my other post! Some questions immeidately spring to mind, as I try and learn a bit before taking on a human:

1. KENTUCKY: I don't see anywhere in the rulebook information on Kentucky Neutrality, the penalty for attacking first, and if that penalty expires at some point, or is permanent for the game. Can anyone fill me in on the deal with Kentucky "Neutrality"?
2. ECONOMY: Using Kentucky as an example, do you accrue economic benefit from Kentucky as CSA (or USA for that matter)? Or, only if you Militarily occupy cities in Kentucky? Or, do you benefit at all from the "coutryside"? This applies to any state, but trying to understand when it helps to occupy territory or not. And, if you occupy territory, what conditions have to exist to benefit from it.
I do understand you need a city in the state to recruit there, so that is an issue for CSA relative to Missouri/Kentucky.
3. CALVALRY: Are there benefits that Calvalry have, other than being able to move quickly? Clear benefit as raiders, but trying to understand how the presence of Calvary within an infantry Bde/Division gives it benefit, other than as just another combat unit.
4. SHARPSHOOTERS: Similar question to Cav, what are these good for?

I'm sure I'll have more, those are the first few! Thanks in advance for your help!

4. Sharpshooters add +1 to initiative in the unit to which it's attached. Definately worth it.

They increase your ability to penetrate FOW in neighboring regions. Also, they give additional benefits in combat. Most importantly, they counter the benefits of the enemies cav.

Have a unit in the region and use the fix railroad command, an engineer will speed this up. It will cost some war supply I think.
You can't build railroads.
