Harbor extension/upgrade

I can't remove these after I play them, even if it's the same turn I did so. I clicked the red circle; I moused-over and pressed delete. Nothing. Not even an alert. This happens every time.

I think you must do that and then click next turn, then you should get a message about it next turn saying that you shut down a harbor. The harbor should disappear at that point.

Try the DEL button while you have them selected.
