Ending the Taiping Rebellion?

I am playing China, and have made my way to 1868. Depite the fact I retake every Taiping Heavenly Kingdom space after they capture it, their morale nver seems to go below 62, while mine is 78 and falling. There always seem to be more Taipings, which makes the war into an endless exercise in Wack-A-Mole. Is there any way to win? Is China even really playable?

there's a good China AAR on the Paradox forums by Sir Garnett that is worth checking out - I recall he actualy managed to stamp out the Taiping in the end
