You have hit the "non-national" effect. In 1.03c, they added a feature which attempted to fix a problem of areas of your country not being yours after war (especially the Boshin War with Japan). What the code does, is make certain areas into either "national" or "non-national" territories. Both are no longer colonial, and thus all colonial actions can not be played. You no longer can gain PP from them, and you no longer pay money for colonial structure upkeep. Senegal has flipped to "non-national" due to the sea link, and is no longer a colony of yours.
If you are really unlucky, part of it became "non-national" territory for some other nation (this has happened in other areas to other players).
This has been identified on the forums earlier. As long as you are using 1.03c, you can roll back turns, but it won't do any good, as the areas have switched with the patch.
