If you are behind in an area or research, then the more an Invention spreads around the world, and the closer your relationship or alliance with countries that already discovered it, the higher the chance that your nation will discover it and can begin work on the related Technologies.

Technology development will occur inside your nation even if you ignore it, but spending State Funds will speed it up.
