There was an SPI game on the attempted coup against Hitler in the summer of 1944. The Nazi and Resistance players controlled some leader units to start, and they could move about on a map of Berlin with some off-map boxes representing Hitler's HQ and the various fronts to try to influence other leaders and/or combat units. The Gestapo could arrest people on certain conditions and perhaps gain evidence allowing others to be arrested. At some point, the Resistance player could put his plot into action and then an active street battle might result. The goal was to take control of the government in Berlin and have the loyalty of the field commanders on the various fronts.
Not a bad game. It would be the sort of thing that would benefit from being updated with a modern card-based system a la Twilight Struggle.
