German Army XIV dosen't exist but has units?

I have German units marked as needing to belong to Army XIV – but I have no such army in my OOB?

Even weirder I seem to be free to deploy them to other armies

You need to build their HQ during the interphase. (build menu is the top left buttong, right next to manpower level)

Germany can build the following HQs: XIV, XV, XVI and XVII.

You see units marked as naturally belonging to XIV army, and you can deploy them in other armies because the XIV army yet does not exist. When you will have the HQ XIV, you'll be allowed to assign those units only to that army.
