Lincoln Re-election Event

The Lincoln Re-election event that fires on the Late Nov 64 turn says that "threshold reset for defeat to 25 and victory to 125". However only the lower threshold is actually changed to 25. The Victory threshold stays at 185.

Is the message in error or the game?

I am running 1.15.
I can attach files but first I wanted to know if its a real error (185 should have been 125 after November 64) or just a typo.

I would really like to find out which number is correct. Even with overwhelming numbers it is difficult in 1865 to get the NM to 185 but 125 could be achieved just by taking Richmond. So the question as to which number is correct determines whether the Union can win in 1865 if they didn't have the points too before Lincoln's reelection.
