Anglo-colonial commander

Have just started a FIW campaign with 1.06. I see some of the British commanders have a new ability, "Anglo Colonial commander". It doesn't seem like it is needed though. Any British commander can command any provincials at the moment with out any penalty, the same as the colonial commanders can command British regulars without penalty.

It would be nice though if only British officers could be in charge of regulars, colonial officers recieving a penalty, and the other way round with British officers recieving a penalty for colonial troops unless they have the Anglo colonial ability.

Another improvement would be a new type of replacement, Provincials, so that the British regular replacements only go to regulars and the provincials recieve their own type of replacement.
