v1.14b bug objectives list F9

Running v1.14b as the usa in a pbm. Late may 62.

Using F9 the flags against the objective list of towns are all wrong. Richmond and Washington have no flag at all displayed. New York shows as csa and New Orleans as union - needless to say both these are wrong. This incorrect list of objective towns may also be affecting the vp calculation each turn - not sure on this.

Thank-you for your reply. I had not noticed there was another patch out to fix this.
