Shipyard repairs

Not sure if this has been brought up before, apologies if I'm repeating someone else.
Playing as French, F&IW, 1.04c plus community mod.
Have had the Flotille de L'Isle Royale sat in Louisbourg harbour in passive posture for nearly a year. It's strength has been 149/200 for all that time, it hasn't received any replacements. My total supply usage for all units in Cap Breton is 69 a go and Louisbourg has a supply level of 32, thats about 150 supply a turn, so there has been enough supply and I haven't been besieged or blockaded at all.
Why hasn't the fleet's strength gone up? :tournepas
The manual doesn't say anything about level of harbour required to receive replacements, just says a harbour, although the one in question is only level 1 so rate of repair will be slower than better harbours.

Not really :wacko:

The strength is shown as 149 men of 200 max. After moving the fleet to Quebec, level 5 harbour I think, took one or two turns to get up to full strength of 200. I think it must be to do with the level 1 harbour at Louisbourg not repairing at all. :confused:

For naval repairs the port level must be 2 or hight

Looks like that is indeed the case, it just doesn't tell us that in the manual. :wacko:
It just says any harbour to recover strength at the the rate of 5% per level of harbour. Shouldn't the manual reflect this if it is the case?
